Following the implementation of the newly revised Juklak (Manual Guidelines) and Juknis (Technical Guidelines) of CIVD (Centralized & Integrated Vendor Database), starting from 30 September until 2 October 2026, SKK Migas held a “Bimbingan Teknis & Sertifikasi Kompetensi” CIVD – Batch 6 located at De Jogja Hotel & Convention Center di Yogyakarta.
In this Batch 6, SKK Migas invited Kementerian Investasi & Hilirisasi/ BKPM that through its representatives sharing about the “Perizinan Berusaha Berbasis Risiko melalui Sistem Online Single Submission (OSS) Berbasis Risiko” (Risk-Based Business Licensing via Risk-Based OSS) and on the “Perizinan Berusaha Berbasis Risiko Subsektor Minyak dan Gas Bumi” (Risk-Based Business Licensing for Oil & Gas Subsector).
SKK Migas besides its Supply Chain Management division, also had their Pengawas Internal/ PI (Internal Control) representative to share about “Integritas dan Kepatuhan” (Integrity & Compliance) that should be adhered to by all stakeholders within upstream Oil & Gas sector in Indonesia, moreover by the Supply Chain/ Procurement’s stakeholders. In this context, PI SKK Migas is very supportive of the existence of CIVD system as this system supports the integrity, professionalism, and compliance of the procurement activities within the industry. Based on the survey held in July 2025, according to PI SKK Migas institution that is most prone to corruption in upstream Oil & Gas sector is procurement (59,57%).
That is why this event is considered of utmost importance especially for all KKKS personnel who are involved in the verification of vendors’ data via CIVD system, so they all have the same understanding of the risk-based business licensing process under the new regulations. Texcal Energy Mahato Inc. is actively involved in the CIVD Task Force, represented by the PSCM Operations Team Lead, T. Armilla Madiana, which in this event also served as one of the facilitators/ trainers. She was appointed by SKK Migas to address the “how-to” verifying the registration and administrative data including business licenses and the legality of vendors’ data.
At the end of the event, all participants were facing a written certification exam that would qualify them as the CIVD Verifier if they passed the exam. The certification process is similar with PTK-007 process where all passed participants later will have certificate issued by SKK Migas to signify them as the certified verifier thus have the authority to conduct verification of vendors data as part of the qualification process according to PTK-007.
