Beginning on Wednesday, July 23rd, 2025, for three consecutive days the Working Group of Supply Chain Digitalization (Pokja Digitalisasi Rantai Suplai) under SKK Migas along with eleven KKKS, including Texcal Energy Mahato Inc. (which in this event was representing by Armilla Madiana – PSCM Operations Team Lead), had discussed and finalizing the new Juklak-Juknis of CIVD as well as incorporating changes of regulations into the CIVD system. The event was held at Courtyard Marriott Dago hotel in Bandung.

As we all know, CIVD or Centralized & Integrated Vendor Database is a system developed by SKK Migas and KKKS which aims to centralize and integrate all databases of vendors within the Indonesia’s Upstream Oil & Gas sector so it could improve the efficiency in the pre-qualification process of KKKS since the administration, legal, financial and experience’s documents of vendors had been assessed earlier within the CIVD realm.

The results of this 3-days event among others are:

  • The incorporation of the PDP Law’s requirements into CVD system (note: PDP Law is Undang-Undang RI No. 27 Tahun 2022 on “Pelindungan Data Pribadi”);
  • The new Juklak-Juknis (Implementation Guideline & Technical Guideline) of CIVD are expected to be issued soon; and
  • The enhancement of CIVD system is planned to take effect before the changing of CIVD’s KKKS contract owner (note: from Harbour Energy to become PHI/ PHM).

All KKKS included in the Pokja Digitalisasi team along with SKK Migas fully aware of the consequences for not compliant with the PDP Law, thus the Pokja will do further socialization of the changes made in the CIVD system to all vendors and other KKKS which will be subject to future announcement by SKK Migas.

Besides the socialization to all vendors and KKKS of the new changes in the CIVD system and its Juklak-Juknis, a new batch of CIVD Bimtek will also be rolled out. This Bimtek basically targets all verifiers of CIVD from every KKKS, whether cost recovery or gross-split type, so that every verifier will have the same comprehension and familiarity with the new CIVD system as well as in the ‘how-to’ verifying process according to the new Juklak-Juknis.
